Answer: DTE acknowledges the MPSC’s Study of Long-Duration and Multi-Day Energy Storage report recommendations and will continue to ensure it aligns with industry best practices and requirements set by the MPSC. DTE intends to evaluate storage technology capabilities holistically, including ancillary benefits associated with all technology types.

Answer: The 24 kV and 42 kV transmission system maps are considered critical energy infrastructure information and are not publicly available. Bidders can obtain information regarding the Company’s distribution system by initiating the distribution interconnection pre-application process.

Question: How are the 'total resource benefits' from energy, capacity, ancillary services calculated under the value to cost ratio methodology? is it a simple product of the price of benefit type x benefit quantity delivered? will a detailed methodology for Value to Cost Ratio provided?
Answer: The total resource value will be a function of the expected accreditation and dispatch of the generation resource; if dispatchable, the unit will be modeled based on the hourly economic dispatch expectation leveraging forward price curves for each type of market-based benefit. If a unit is an intermittent resource, the benefits will be modeled based on the expected production curve. The total resource costs are a function of the proposed and incurred costs based on a bidder’s proposal. Both the resource values and costs will be converted to NPV form. The ratio of the NPV of value to the NPV of cost would establish the comparative metric. For example, a ratio of 1.0 indicates expected benefits to exactly equal the resource’s cost over the period of study (lifetime of PPA, or ownership of asset).

Question: Does DTE have a preferred BESS duration (4-hours, 8-hours, etc)?
Answer: DTE has not established a preference for storage duration. However, please note that the duration will have an affect on the overall evaluated value of the facility to DTE. Bidders are advised to assess whether the incremental cost to DTE for higher duration may confer outweighing benefits that would be evaluated favorably per the economic evaluation. Per the Evaluation Scorecard, "all Proposals will be evaluated and compared against each other using a value to cost ratio. The value to cost ratio will compare the total resource benefits (i.e., energy, capacity, ancillary) to the total resource costs (i.e., capital, O&M, fuel, financing). Proposals with a higher value to cost ratio will be scored higher than Projects with a lower value to cost ratio."

In order to qualify under criteria option (3) under section 3.10, can you confirm the amount of the Letter of Credit that would be required? 3. In order to qualify under criteria option (3) under section 3.10, can you confirm if a draft template of a letter of credit is sufficient for the Proposal Submission and that a executed letter of credit is only needed within the 10 days following being shortlisted and not at Proposal Submission. 4. In Section 3.10, could you clarify if Developer's Guarantor is the same as Respondent Credit Support Provider?
Answer: (1) Respondents should complete Exhibit C as well as provide responses to the bulleted section in 3.10 Respondent Financial Information Requirements

Question: We had a question related to Section 3.7.11.1 Transmission of the All-Source RFP. It asks for "Interconnection costs paid to date and estimated future payments schedule, including network upgrades; specify reimbursable vs. non-reimbursable costs". Projects not in at least Phase II of the DPP Process will not have expected transmission upgrade costs for their project from MISO. If those costs have not been provided by MISO yet, is a statement explaining this acceptable? IF not, what additional information would be helpful to evaluate projects not at this point in the DPP process?

If the information is not available due to the status being less advanced (but beyond the Eligibility and Threshold Criteria), that is acceptable. Please provide a statement regarding the status and what is currently available.

Question: In the RFP documents, it says bidders must be on the waitlist for the MISO 2026 cycle if they submit an interconnection application after the MISO 2025 queue cycle. Given MISO may not allow applications for the 2026 cycle until the window opens, is there a way to prove an intent to submit a project into the MISO 2026 cycle as soon as it opens?
Answer: Submission to MISO at this time, given the cap has been exceeded, should place the project in the MISO 2026 cycle. We are requesting confirmation of this submission as part of the submitted proposal.

Answer: Please enter your company name under the field "Market Participant." Within the context of the form, we are requesting the bidder's name in this field. Question: Recognizing that Michigan Clean Energy Legislation requires compliance with the clean energy standard at the electric provider portfolio level rather than at the level of individual electricity generation systems, can the RFP team confirm that an existing operating gas project that presents pathways to enable compliance with Sec. 3(h)(iii) of the Michigan Clean Energy Legislation is eligible for participation in the RFP?
Answer: Yes, existing thermal gas projects may bid if they propose a pathway to comply with the Clean Energy Systems definition by 2035.

Question: Hello, What is the contract term length DTE would like to see for PPA proposals? In section 2.3 of the All Source RFP Document, it states that PPAs shall have a term of no more than 20 years but have the ability to extend. However, in Exhibit N_PPA Technology Neutral document, there is a footnote on page 8 which states the minimum term permitted is 20 years.
Answer: The RFP requests no more than a 20 year term for all resources. There is no minimum term stated, however, it is recommended to be no shorter than 5 years. As the PPA document is a standard form, please disregard this footnote.

Question: Can you clarify if all projects in LRZ7 qualify for this RFP? Do projects in ITC transmission territory in Michigan qualify?
Answer: Transmission-connected projects located anywhere within LRZ 7 are eligible. There is no requirement for transmission-connected projects to be in DTE’s electric service area; however, projects that are in DTE’s electric service area and that are located electrically near the Monroe Power Plant may provide additional benefits that will be considered in the evaluation. Distribution-connected projects should be interconnected with DTE’s distribution system.

Question: Can you clarify what "site secured" means? Does it mean DTE needs to have secured 100% of the land at the time of bid?
Answer: Proof of site control should align with MISO’s site control timing requirements for interconnection queue applications which require 100% site control for the generating facility and 50% site control for generating facility’s interconnection facilities tie-line. Respondent may choose the deposit in lieu of proof of site control for the generating tie-line option with MISO. If this option is pursued, the Respondent must provide documentation demonstrating proof this option was exercised with MISO. Respondent must also provide documents to prove the Project area is under control and with acreage sufficient for the size of the facility (i.e., acres/MW), including land required for future augmentation (if applicable). Proof of site control shall include documentation that site control has been secured in the form of land agreements, title work, lease agreements, option to lease/purchase, memorandum of lease, easement or right of way.
