DTE Electric Company ("DTE Electric")

DTE Energy is a Detroit-based diversified energy company involved in the development and management of energy-related businesses and services nationwide. Its operating units include an electric company serving 2.3 million customers in Southeast Michigan and a natural gas company serving 1.3 million customers in Michigan. The DTE Energy portfolio also includes non-utility businesses focused on industrial energy services, renewable natural gas, and energy marketing and trading.

DTE Electric generates, transmits and distributes electricity to its customers throughout its service territory. With over 11,000 megawatt system capacity, the company uses coal, nuclear fuel, natural gas, hydroelectric pumped storage and renewable sources to generate its electrical output. Founded in 1903, DTE Electric is the largest electric utility in Michigan and one of the largest in the nation.

2025 All-Source Request for Proposals for Clean Energy Systems and Energy Storage Systems

DTE Electric is currently developing an All-Source RFP which seeks to identify and secure resources to support the full retirement of the Monroe Power Plant in 2032. DTE intends to request regulatory approval from the Michigan Public Service Commission (“MPSC”) for resources selected in this RFP through DTE Electric’s next Integrated Resource Plan (“IRP”) filing in 2026.

Consistent with its portfolio, DTE Electric is seeking between 1,500 and 3,000 MW of firm accredited capacity from clean energy systems and energy storage systems as defined in the Clean and Renewable Energy and Energy Waste Reduction Public Act of 2008. Proposals must be offered through either a build transfer agreement (“BTA”) or power purchase agreement (“PPA”) with a planned commercial operation date (“COD”) no later than December 31st, 2032.

Qualifying resources in the RFP include, but are not limited to, renewables, thermal, storage, emerging technologies, distributed energy resources, and other capacity resources to meet the overall capacity portfolio requirements.

Charles River Associates (“CRA”)

DTE Electric has retained Charles River Associates (“CRA”) to manage the RFP process for the purpose of creating the RFP, managing the stakeholder outreach process, and reviewing each proposal's conformance with the minimum requirements established in the RFP.
