Question: Are Self-Build teams required to complete Exhibit C: Respondent's Financial Information or are they exempt from providing credit-related data?

Answer: To ensure all bidders are treated on an equal footing, self-build teams will be required to provide Exhibit C.

Question: Good morning, For the upcoming DTE All-Source RFP, wondering what the timeline is for release of Exhibit M - PPA Wind and Solar, and Exhibit O - TA Energy Storage System. Thanks!

Answer: Per the posted instructions, these are currently available in the Pro Forma PPA section of the RFP website located at https://dtee-irp-2025allsourcerfp.com/Pro-Forma-Agreements - to access, an NDA must be executed per the instructions on this page. User access will be sent afterwards via e-mail.

Question: Section 3.9 of the RFP states any exceptions to the "Non-Negotiable" section of the Agreement are not permitted and will result in disqualification. Can DTE please share what sections in Exhibit P - Purchase and Sale Agreement are considered non-negotiable?

Answer: DTE has not identified any provisions in Exhibit P – Purchase and Sale Agreement as non-negotiable at this time. However, certain terms may be designated as non-negotiable during the negotiation phase to address specific requirements or risks associated with the Project.
