Question: Is an interconnection agreement required in order for an application to be considered? Or can we apply with a project currently in study?

Answer: Please review section 2.4 (Proposal Eligibility and Threshold Criteria) in the RFP document. An RFP Proposal must have submitted a generator interconnection queue application or distribution pre-application before December 1, 2025.

Question: Can you clarify if all projects in LRZ7 qualify for this RFP? Do projects in ITC transmission territory in Michigan qualify?

Answer: Transmission-connected projects located anywhere within LRZ 7 are eligible. There is no requirement for transmission-connected projects to be in DTE’s electric service area; however, projects that are in DTE’s electric service area and that are located electrically near the Monroe Power Plant may provide additional benefits that will be considered in the evaluation. Distribution-connected projects should be interconnected with DTE’s distribution system.

Question: Can you clarify what "site secured" means? Does it mean DTE needs to have secured 100% of the land at the time of bid?

Answer: Proof of site control should align with MISO’s site control timing requirements for interconnection queue applications which require 100% site control for the generating facility and 50% site control for generating facility’s interconnection facilities tie-line. Respondent may choose the deposit in lieu of proof of site control for the generating tie-line option with MISO. If this option is pursued, the Respondent must provide documentation demonstrating proof this option was exercised with MISO. Respondent must also provide documents to prove the Project area is under control and with acreage sufficient for the size of the facility (i.e., acres/MW), including land required for future augmentation (if applicable). Proof of site control shall include documentation that site control has been secured in the form of land agreements, title work, lease agreements, option to lease/purchase, memorandum of lease, easement or right of way.
